Upgrades promotion of prostitution from a third-degree to a second-degree crime, with a mandatory minimum prison term of one-third to one-half of the sentence or five years (whichever is greater) before parole eligibility

Elevates compelling another to engage in prostitution and promoting prostitution of one's spouse from third-degree to second-degree crimes, also with mandatory minimum sentences

Creates two new crimes: "leader of a prostitution network" (second-degree felony with fines up to $250,000 or five times seized profits) and "participant in a prostitution network" (third-degree felony)

Establishes that defendants charged with prostitution-related offenses under paragraphs (1) through (7) are presumptively ineligible for the Pretrial Intervention Program

Provides an affirmative defense for participants in a prostitution network if they were victims of human trafficking during the alleged offense
