Requires all State, county, and municipal law enforcement agencies to notify the county prosecutor's office within 24 hours of a law enforcement incident

Defines "law enforcement incident" as: use of force resulting in death or serious bodily injury, use of deadly force including firearm discharge regardless of injury, death of any civilian during an encounter with law enforcement, or death of any civilian while in law enforcement custody

County prosecutor must immediately notify the Director of the Office of Public Integrity and Accountability (OPIA) upon learning of an incident

OPIA Director must select an independent investigator within 24 hours of the incident to conduct the investigation

Codifies existing Attorney General Directive provisions regarding criminal investigations of law enforcement use-of-force and in-custody deaths into state statute
