Defines "firearms merchant" as a business physically located in New Jersey whose highest sales value comes from the combined sale of firearms, firearm accessories, or ammunition

Grants the Office of the Attorney General sole enforcement authority, with no private right of action permitted under the law

Establishes a $10,000 civil penalty per violation, plus injunctive relief and attorney's fees, for non-compliance

Provides a 30-day cure period after written notice from the Attorney General before enforcement action can proceed, allowing violators to correct issues and avoid penalties
