Adds two student representatives to the Rutgers University Board of Governors, who must be full-time students in good academic standing, at least 18 years old, and U.S. citizens

Student representatives will serve two-year terms and be elected by either the student body at large or the student government association, with the election method determined by the board after a required public hearing within 90 days

For the first election, one student serves a one-year voting term while the other serves one year as an alternate before becoming a voting member in year two; subsequent elections follow this rotating alternate-then-voting pattern

Student members receive full board participation rights except for matters involving personnel decisions, real property transactions, banking/investment matters, and pending litigation or attorney-client privileged discussions

The current board structure remains otherwise unchanged, consisting of the university president as a non-voting ex officio member and 15 voting members (8 gubernatorial appointees and 7 board of trustees members)
