Prohibits self-service storage facility owners from charging late fees, pre-foreclosure fees, or unit unlock fees to customers paying with government vouchers when payment delays are caused by the voucher issuing authority

Applies to vouchers from the Work First New Jersey program and any other federal or state income assistance programs

First violation carries a civil penalty of $1,000 collected by the Director of Consumer Affairs

Subsequent violations constitute an unlawful practice under New Jersey's consumer fraud act, punishable by up to $10,000 for a first offense and $20,000 for subsequent offenses, plus potential cease and desist orders, punitive damages, and treble damages
