Prohibits all licensed health care professionals in New Jersey from providing gender-affirming health care services to individuals under 21 years of age

Defines gender-affirming health care as medical, surgical, therapeutic, diagnostic, preventative, rehabilitative, or supportive services and medications for treating gender dysphoria and gender incongruence

Explicitly excludes behavioral health, mental health, and psychiatric services from the prohibition

Violating health care professionals would face discipline for professional misconduct under existing state licensing laws

Requires the Director of the Division of Consumer Affairs and Commissioner of Health to adopt implementing regulations
