Municipalities with affordable housing compliance certification and developers/property owners selling or leasing low- or moderate-income housing must give preference to households with at least one New Jersey resident

No minimum duration of residency is required to receive the preference; eligibility begins on the first day a person establishes residency in New Jersey

The Commissioner of Community Affairs must adopt implementing rules and regulations within five months of enactment

The bill takes effect on the first day of the fifth month following enactment, though the Commissioner may take anticipatory actions before that date
