Adds human trafficking, assisting in human trafficking, and commercial sex abuse of a minor to the list of crimes subject to New Jersey's No Early Release Act (NERA), requiring offenders to serve 85% of their sentence before parole eligibility

Increases the minimum sentence for human trafficking from 20 years to 24 years to life imprisonment, with parole eligibility only after serving 85% of the sentence (for a life sentence, deemed 75 years, this means 63.75 years before parole eligibility)

Requires mandatory post-incarceration parole supervision of five years for first-degree convictions and three years for second-degree convictions under NERA

Maintains existing provisions requiring a minimum $25,000 fine for human trafficking convictions, deposited into the Human Trafficking Survivor's Assistance Fund

Applies to attempts or conspiracies to commit these human trafficking-related offenses as well as completed crimes
