Extends the enrollment period for newborn infants in health benefits coverage from 60 days to 90 days after birth for parents to notify their insurance carrier and pay required premiums

Applies to all types of health insurance contracts including individual policies, family contracts, group plans, hospital service corporations, medical service corporations, and health service corporations

Coverage for newborns begins from the moment of birth and includes injury, sickness, and medically diagnosed congenital defects and abnormalities

Requires notification and premium payment within the 90-day window to continue coverage beyond that period

Takes effect 60 days following enactment and applies to contracts, policies, and plans delivered, issued, executed, or renewed after that date
