Electric public utilities must file annual reports with the Board of Public Utilities by February 1 detailing all recorded votes cast by the utility and its affiliates at PJM Interconnection meetings during the preceding calendar year

Reports must include descriptions of meeting purposes, agendas, and the role the utility played, as well as explanations of how each vote aligns with New Jersey's goals for electricity affordability, reliability, and sustainability

The Board of Public Utilities must submit an annual summary report to the Governor and Legislature compiling the information received from all electric public utilities

"Recorded vote" is broadly defined to include votes tabulated individually or by industry sector, including proposals endorsed by acclamation when the utility was present

The Board of Public Utilities is authorized to adopt rules and regulations to implement these reporting requirements
