Requires the Board of Public Utilities to complete a study within one year on how electricity usage by data centers affects electricity costs for New Jersey consumers

Directs the study to determine whether non-data center customers are unreasonably subsidizing data center electricity costs and whether ratepayers face unreasonable rate increases for infrastructure built primarily to serve data centers

Mandates estimation of both current and projected (20-year) portions of average residential electricity rates attributable to data center demand

Requires assessment of policy alternatives to mitigate rate increases from data center electricity demand, including potential special tariffs for data centers within the state

The Board must submit a report to the Governor and Legislature within 15 months, after which the act expires 30 days later
