Prohibits general acute care hospitals and clinical laboratories from collecting or requesting sexual orientation or gender identity data from patients under age 18, unless the minor or their parent/guardian voluntarily provides the information

Requires that any voluntarily provided sexual orientation or gender identity data for minors be used solely for medical diagnosis and treatment purposes, not for any other purpose

Amends electronic medical records and laboratory information management system requirements so that saving or storing demographic information for minor patients does not require a selection for gender identity or sexual orientation

Maintains existing requirements for cultural competency training for hospital staff who collect race, ethnicity, sexual orientation, and gender identity data from adult patients

Directs the Commissioner of Health to adopt rules and regulations necessary to implement the act, with the law taking effect immediately upon passage
