The written statement must include the student's current academic and functional performance levels, a list of IEP team members seeking excusal along with their input, and an invitation for parental feedback on proposed programs and services

Establishes an IEP Improvement Working Group within the Department of Education to recommend methods for improving IEP development, implementation, and parental involvement

The working group will include approximately 24-25 members appointed by the Commissioner of Education, representing teachers, principals, special education directors, school board members, parents of special education students, disability advocates, and child study team members from across the state's regions

The working group must examine practices from other states, research best practices, identify potential legislative and regulatory improvements, and issue a report with recommendations within four months of organizing
