Raises the public bid threshold for county college contracts from $41,600 to $100,000 for contracts where workers are not paid prevailing wages, while maintaining the current threshold for prevailing wage contracts

Extends the maximum contract duration from 24 to 36 consecutive months for general purchases, and allows contracts up to 5 years for services including fuel, utilities, snow removal, garbage collection, custodial services, security, ground maintenance, and banking services

Expands exemptions from public bidding requirements to include information technology, construction management services, banking and investment services, third-party energy supply, hazardous waste disposal, transportation services, vehicle maintenance, vending services, and medical testing

Changes the contract award standard for goods and services (excluding construction) from "lowest responsible bidder" to "responsible bidder whose bid will be most advantageous to the county college, price and other factors considered"

Permits county college boards to disqualify bidders based on prior negative experience within the past 15 years, including contract defaults, unsatisfactory performance found through adjudication or arbitration, or current debarment from state contracting
