Coordinator is authorized to request data and assistance from any state department, office, division, or agency, which must cooperate fully within their statutory authority

Appropriates $150,000 from the General Fund to the Department of Human Services to implement the program

Takes effect 90 days after enactment, with the Commissioner permitted to take anticipatory administrative action beforehand
