Establishes a new State Board of Midwifery with 11 members (7 midwives, 2 physicians, 1 public member, and 1 Executive Branch member) to replace oversight by the State Board of Medical Examiners

Creates a unified licensing framework for three types of midwives: Certified Midwives (CM), Certified Nurse Midwives (CNM), and Certified Professional Midwives (CPM), with licenses renewed triennially

Authorizes certified midwives and certified nurse midwives to prescribe medications independently after completing 30 contact hours in pharmacology, and allows all licensed midwives to work in hospitals, clinics, homes, or birthing centers

Requires the board to establish a formulary of medications that certified professional midwives may procure, dispense, and administer

Mandates continuing education requirements including training on explicit and implicit bias, with hardship waivers available for disability, military service, or other good cause
