Amends New Jersey's scrap metal business regulations to require sellers to disclose in writing whether scrap metal contains lithium-ion or propulsion batteries before a transaction can proceed

Mandates scrap metal businesses to physically inspect scrap metal when sellers claim it does not contain lithium-ion or propulsion batteries, to verify the disclosure is accurate

Requires scrap metal businesses to maintain records of all battery disclosures and inspections for at least five years

Defines "lithium-ion battery" as rechargeable batteries using lithium ion movement, and "propulsion battery" as defined in existing law plus any other batteries the Department of Environmental Protection determines pose environmental danger

Takes effect on the first day of the sixth month following enactment, with the Attorney General and Department of Environmental Protection authorized to take preparatory administrative actions
