Prohibits candidates and political committees from making contributions automatic or recurring by default, requiring affirmative consent from donors before enrolling them in recurring payment plans

Requires a clear and conspicuous description of the nature, frequency, and amount of any automatic or recurring contribution to be displayed alongside the recurring payment option

Applies to all political entities including candidate committees, political party committees, legislative leadership committees, independent expenditure committees, and continuing political committees

Authorizes the Election Law Enforcement Commission to promulgate rules necessary to implement the new requirements

Establishes violation as a fourth degree crime, punishable by up to 18 months imprisonment, a fine of up to $10,000, or both
