Establishes a Summer Termination Program prohibiting local authorities, municipal utilities, rural electric cooperatives, and public utilities from discontinuing electric, sewer, or water service to eligible residential customers from June 15 through August 31

Requires restoration of service on June 15 without reconnection fees for eligible customers whose service was previously terminated for nonpayment, after verification of continued residence

Eligible customers include those meeting Winter Termination Program criteria or those unable to pay due to circumstances beyond their control such as unemployment, illness, medical expenses, or death of an immediate family member

Requires utilities to discuss deferred payment arrangements with program participants who are in arrears during the summer protection period

Department of Community Affairs and Board of Public Utilities must establish the program within 120 days and create a self-certification process for customers claiming financial hardship
