Requires courts to inform both victims and abusers about counseling programs available for minor children when a domestic violence complaint is filed

Allows courts to order the defendant to pay for professional domestic violence counseling for children who witnessed or experienced domestic violence, with payment made electronically or by other means that avoid contact between parties

Creates a presumption that legal and physical custody of minor children shall be awarded to the non-abusive parent upon entry of a final restraining order, though the non-custodial parent may later petition to modify custody

Requires courts, upon the victim's request, to order that in subsequent child support proceedings the victim not be in the same room as the abuser and that the victim's and child's whereabouts remain confidential

Permits courts to order psychological evaluations (in addition to existing psychiatric evaluations) and expands requirements for courts to consider requests for investigations assessing risk of harm to children before entering parenting time orders
