Allows professional licensing boards to process routine license applications with only two members present (including the chair) if the board cannot achieve a normal quorum due to vacancies or would require 100% member attendance

Applies only after a 90-day period during which the board has been unable to meet quorum requirements

Limits the reduced quorum authority strictly to processing license applications that do not require legal review due to adverse criminal history background check information

Covers professional boards, committees, and entities designated under existing state licensing law (C.45:1-2.1)
