Expands eligibility for wrongful imprisonment compensation to include individuals who were wrongfully convicted and subsequently civilly committed as "sexually violent predators" under New Jersey law

Removes the bar preventing individuals who pleaded guilty from bringing wrongful imprisonment claims, allowing them to seek damages if their convictions are later overturned

Increases compensation to include $25,000 for each year served under State supervision (parole, probation, or sex offender registration) in addition to the existing $50,000 per year of incarceration

Extends the statute of limitations deadline to run from the later of: conviction vacated/dismissed, release from prison, release from all State supervision including sex offender registration, or pardon

Creates a two-year window from the bill's effective date for previously ineligible claimants (those released after December 27, 2013) to file claims, including those who had pleaded guilty
