Removes the requirement that electronic records of online motor vehicle sales be maintained in a format allowing "immediate" inspection, instead requiring only that records allow for inspection by the MVC Chief Administrator or agent

Requires the MVC Chief Administrator or designee to provide one business day advance written notice before entering a motor vehicle dealer's premises to examine books and records

Applies to individuals or entities engaged in buying, selling, or dealing in motor vehicles, as well as licensed motor vehicle dealers and licensed leasing dealers

Maintains existing requirements that online motor vehicle sales licensees have a physical presence in New Jersey and a stable internet connection in their office
