Prohibits the sale and distribution of covered products with intentionally added PFAS (apparel, carpet, fabric treatments, cosmetics, food packaging, juvenile products, feminine hygiene products, ski wax, and textile articles) beginning three years after enactment

Requires outdoor apparel designed for severe wet conditions containing PFAS to be labeled "Made with PFAS" starting two years after enactment, with a complete sales ban on such apparel beginning five years after enactment

Mandates cookware manufacturers to label products containing intentionally added PFAS with bilingual (English/Spanish) notices, website links, and QR codes explaining why PFAS was added, effective one year after enactment

Bans the discharge of Class B firefighting foam containing PFAS for training purposes two years after enactment, and restricts testing discharges unless required by law and proper containment measures are in place

Establishes civil administrative penalties of $1,000 to $20,000 per violation and civil penalties up to $25,000 per day for violations, with the Department of Environmental Protection authorized to enforce compliance
