Repeals the 2015 law that allowed Tesla and other zero emission vehicle manufacturers to sell vehicles directly to consumers in New Jersey, bypassing the traditional franchised dealership model

Reinstates the requirement that all motor vehicle manufacturers, including zero emission vehicle makers, must sell new vehicles through licensed franchised dealerships

Removes the definition of "zero emission vehicle" from the motor vehicle franchise statutes, eliminating the special category that enabled direct sales

Prohibits motor vehicle manufacturers from owning or operating retail service facilities authorized to perform warranty work, except through existing franchisees

Takes effect immediately upon enactment
