Establishes a two-year Accessibility Coordinator Pilot Program providing $900,000 to hire accessibility coordinators at three county colleges (one each in northern, central, and southern New Jersey) to counsel neurodiverse students, provide academic advising, and connect them to job opportunities

Requires the New Jersey Council of County Colleges to provide professional development and training to faculty and staff on teaching and supporting neurodiverse students, with $75,000 appropriated for this purpose

Creates the "County College Inclusive STEM Infrastructure Grant Program" with $500,000 to fund capital improvements ($25,000-$50,000 per grant) for STEM and AI facilities, including lighting modifications, sensory-friendly rooms, flexible seating, and assistive technology

Encourages collaboration between county colleges and four-year institutions to align courses for neurodiverse transfer students and develop partnerships between neurodiverse student support programs

Total appropriation of $1.475 million from the General Fund to the Office of the Secretary of Higher Education to implement all provisions
