Authorizes NJ Transit Corporation to install and operate bus-mounted camera systems to capture images of vehicles illegally stopped, standing, or parked in dedicated bus lanes, bus stop zones, or designated bicycle lanes

Sets fines at $45 for first offense, increasing by $45 for subsequent violations within 12 months, up to a maximum of $135, with the fine structure resetting after a violation-free 12-month period

Requires a 180-day public education campaign at program launch, followed by a 90-day warning-only period before actual fines are issued

Prohibits the use of facial recognition technology and requires recorded images to be destroyed within 15 days if no violation occurred, or retained for up to 6 months after final disposition if a violation is documented

Directs excess revenue from fines, after covering administrative costs, to fund NJ Transit's Access Link paratransit services for individuals with disabilities
