Authorizes the New Jersey Infrastructure Bank to expend up to $2.4 billion in loans to local governments and water utilities for water infrastructure projects in fiscal year 2026

Funds 151 clean water projects totaling approximately $1.7 billion and 59 drinking water projects totaling approximately $651.7 million under the Storm Sandy and FY2026 eligibility lists

Appropriates up to $1.5 billion for short-term or temporary loans through the Interim Environmental Financing Program for projects on a priority list submitted by the Department of Environmental Protection

Includes supplemental loans for previously funded projects ($5.2 million for clean water, $19 million for drinking water) and $15.3 million for Pinelands area infrastructure improvements

Establishes loan requirements including maximum 30-year repayment terms (35 years for federal WIFIA-funded projects, 45 years for combined sewer overflow projects) and interest rates at or below the Bank's bond rates
