Requires the Division of Consumer Affairs to create, maintain, and update at least annually an open data portal on its website providing public access to non-confidential statistical datasets

Portal must include aggregate counts of license/registration/certification applications, average processing times, active license counts, population by county, exam passage/failure rates, and consumer complaint data

Datasets must be sortable by professional or occupational board and license type, with year-by-year comparison capability

All data must comply with the Open Public Records Act and applicable state and federal privacy and information security laws

Takes effect on the first day of the ninth month following enactment
