Establishes "administrative neglect" as a violation, defined as a provider's failure to protect the health, safety, and well-being of individuals with developmental disabilities through inadequate policies, procedures, monitoring, oversight, or staff training

Creates the "Residential Facility Quality of Care Improvement Fund" as a non-lapsing revolving fund to receive penalty revenues and finance quality improvement initiatives and regulatory enforcement

Requires providers to complete internal investigations and submit reports within 180 days of alleged incidents, with specific documentation requirements including guardian notification, interview summaries, and findings justification

Imposes escalating penalties for unlicensed operation (warning for first offense, up to $10,000 for subsequent offenses) and allows assignment of Quality Management Teams with $5,000 quarterly penalties for chronic noncompliance
