Establishes a temporary 13-member "Disability Mortality and Abuse Prevention Advisory Committee" within the Department of Human Services to review cases of abuse, neglect, exploitation, and deaths involving adults with intellectual and developmental disabilities

Committee must review select cases within two years, examining individuals' contacts with healthcare, social services, educational institutions, and criminal justice systems to identify risk factors and problematic policies

Evaluates government systems' effectiveness in responding to abuse allegations and recommends improvements to accountability, reporting, and investigatory processes for State-funded disability service providers

All committee proceedings, member opinions, and records are confidential and protected from public disclosure, discovery, subpoena, or use in legal proceedings

Commissioner of Human Services must submit a report to the Governor and Legislature within 27 months summarizing findings and comparing New Jersey's disability services system to other states; the committee expires upon report submission
