Requires municipal master plans to include a mandatory housing plan element that evaluates housing needs and establishes plans for housing provision, including affordable housing for low- and moderate-income households

Mandates comprehensive housing inventory and 10-year projections covering housing stock by age, condition, value, type, and affordability levels, as well as demographic analysis of population, household characteristics, and employment

Requires municipalities to determine their present and prospective fair share of regional low- and moderate-income housing needs and identify appropriate lands for affordable housing development or redevelopment

Requires land use plan elements to explicitly describe their relationship to and how they effectuate the housing plan element, and to show designated redevelopment/rehabilitation areas with adopted plans and project status

Consolidates housing element requirements currently in the Fair Housing Act into the Municipal Land Use Law, relocating provisions from section 10 of P.L.1985, c.222 to section 19 of P.L.1975, c.291
