Expands the New Jersey State Board of Cosmetology and Hairstyling from 13 to 15 members

Reduces public member positions from three to two members

Replaces the single licensed teacher position with four new education-focused seats: two representing public school vocational cosmetology programs and two representing licensed private cosmetology schools

Maintains six licensed practitioner positions but broadens eligibility to include any board-licensed profession rather than specifically beauty culture, barbering, or cosmetology and hairstyling

Retains two positions for hair braiding shop owners and one State executive department member
