Designates the Stelton Road overpass at milepost 5.88 on Interstate Highway Route 287 North and South in South Plainfield as the "Officer Conklin-Officer Cady Memorial Overpass"

Honors Richard H. Conklin and William J. Cady, two South Plainfield police officers and Vietnam War veterans who died in the line of duty—Conklin was shot in 1972 and Cady was struck by a car in 1975, both incidents occurring on or near this location

Prohibits the use of state or public funds for producing, purchasing, or erecting the memorial signs

Authorizes the Commissioner of Transportation to accept private gifts, grants, or financial assistance from non-governmental sources to cover costs of the signs

Work on the signs cannot proceed until an agreement is reached with a responsible party to fund production, installation, and maintenance
