Adds terrorism and human trafficking to the list of offenses for which juveniles age 15 and older can be waived from juvenile court to adult criminal court

Creates new provision allowing juveniles of any age to be waived to adult court for serious offenses including criminal homicide, carjacking, aggravated sexual assault, kidnapping, terrorism, and human trafficking when circumstances and severity warrant

Requires courts to consider the circumstances and severity of the offense as an additional factor when deciding whether to deny a prosecutor's waiver motion for juveniles under age 15

Maintains existing requirement that the Attorney General may develop guidelines to ensure uniform application of juvenile waiver provisions statewide

Amends P.L.2015, c.89 (C.2A:4A-26.1) and takes effect immediately upon enactment
