Requires the Department of Community Affairs, Department of Human Services, Board of Public Utilities, and other relevant State agencies to review income thresholds for utility bill payment assistance and energy efficiency programs within one year of the bill's effective date

Agencies must consider factors including alignment of low-income and moderate-income thresholds across programs, alternative thresholds such as State median income, and aggregate costs and impacts of threshold increases

State agencies must request public comment or seek assistance from other agencies to determine appropriate income threshold increases

If low-income energy efficiency program thresholds are increased, the Board of Public Utilities must assess whether to adjust moderate-income program thresholds to prevent overlap and expand access

The bill expires upon completion of the final required income threshold increase by a State agency
