Amends the "Energy Bill Watch" program requirements for electric and gas public utilities that use smart meters to record customer usage information

Requires utilities to notify customers during the week of the 10th and 20th day of each billing cycle (via text or email at customer's discretion) of their usage costs in dollars and consumption in kilowatt hours or therms, based on data from at most two days prior

Mandates utilities to automatically enroll all smart meter customers in the program and provide options to set threshold dollar alerts and receive usage comparison notifications between billing cycles

Requires utilities to advertise the program through email, social media, their website, and customer bills, and to notify customers when the program becomes available with opt-out information

Defaults notifications to electronic mail if a customer does not express a preference for text message or email delivery
