Adds "roadside right-of-way solar energy facilities" as a new category eligible for Solar Renewable Energy Certificate II (SREC-II) incentives, defined as solar panels installed on land within 30-100 feet of road centerlines under state control

Establishes a target of 50 megawatts per year for roadside right-of-way solar energy facilities within the small solar facilities incentive program, alongside existing targets of 300 MW for net-metered facilities and 150 MW for community solar

Requires the Board of Public Utilities to consider traffic volume and emissions burden of adjacent road systems when evaluating roadside solar projects for incentives and siting approval

Applies the same siting restrictions to roadside solar facilities as other grid supply solar projects, prohibiting installation on preserved farmland, Green Acres lands, wetlands, Highlands preservation areas, and Pinelands preservation areas without waiver

Mandates annual reporting on roadside right-of-way solar energy facilities progress and future public-private partnership opportunities to expand clean energy generation along roadsides
