Expands existing large food waste generator requirements to cover all "large organic waste generators," defined as entities producing at least 52 tons per year of organic waste, with organic waste including food waste, yard trimmings, branches, leaves, crop residues, and animal manure

Adds golf courses, farms, and landscaping service providers to the list of entities subject to the organic waste separation and recycling requirements

Requires large organic waste generators located within 25 road miles of an authorized organic waste recycling facility to source separate organic waste from other solid waste and send it to a facility with available capacity

Allows generators to petition the Department of Environmental Protection for a waiver if recycling costs exceed disposal costs by at least 10 percent, or if no authorized facility is within 25 miles or will accept their waste

Maintains civil penalties for violations: $250 for first offense, $500 for second offense, and $1,000 for third and subsequent offenses, with each day of continuing violation constituting a separate offense
