Amends existing frivolous litigation law to add "pattern of coercive control" as grounds for finding frivolous litigation in domestic violence cases under the Prevention of Domestic Violence Act of 1991

Establishes escalating civil penalties for frivolous litigation in domestic violence cases: $5,000 for the first instance, $10,000 for the second instance, and $15,000 for the third or subsequent instances

Collected civil penalties will be deposited into the Domestic Violence Victims' Fund

Courts may consider whether frivolous litigation was commenced or continued as a tactic of abuse, including baseless reports to police, courts, or government agencies

Penalties are in addition to existing remedies allowing courts to award litigation costs and reasonable attorney fees to the prevailing party
