Requires the Department of Environmental Protection to develop guidelines on recommended recycled material content percentages within 180 days for State and local government purchasing contracts

Guidelines may incorporate EPA standards, including the Consolidated Recovered Materials Advisory Notice, and must cover goods made with recycled material including compost

State agencies, the Division of Purchase and Property, and local contracting units must ensure product specifications for new procurements reflect these guidelines where practical and feasible

Exempts existing contracts entered into before guideline publication, pending bid packages, and contract amendments where compliance would cause unreasonable delays or cost increases

Local contracting units are exempt if following the guidelines would increase contract costs
