Establishes the Children's Partial Hospitalization Pilot Program within the Department of Human Services to provide NJ FamilyCare reimbursement for partial hospitalization services delivered to children ages 5-14 at non-hospital locations

Currently, NJ FamilyCare only reimburses partial hospitalization services provided in hospital settings; this pilot removes that requirement to expand access to intensive outpatient psychiatric treatment

The Division of Medical Assistance and Health Services will select one applicant that demonstrates an implementation plan, serves only children ages 5-14, meets existing federal and state requirements, and applies for approval as a Children's System of Care provider

Requires a report to the Governor and Legislature summarizing implementation and recommendations for continuation within 36 months of selecting the pilot participant

The pilot program expires 36 months after the participant is selected
