Establishes a Red Tape Review Task Force within the Department of the Treasury to investigate ways to improve New Jersey's regulatory process, eliminate burdensome regulations, and promote job creation, economic growth, and investment

Task force consists of 9 members including the Lieutenant Governor (as chair), Chief Counsel to the Governor, Commissioners of Environmental Protection, Community Affairs, and Labor and Workforce Development, plus legislative leaders from both parties

Lieutenant Governor may appoint additional members representing non-profit organizations, businesses, workers, and local governments; all members serve without compensation

Task force must meet at least once every six months, solicit public comments, and submit a written report with findings and recommendations to the Governor and Legislature within 3 years, after which it expires

Reports and recommendations are advisory only and confer no legal rights or basis for legal challenges against state agencies
