Requires the Department of Environmental Protection to establish an "Interim Alternative ZEV Compliance Program" within one year of enactment, covering model years 2027 through 2031

Allows vehicle manufacturers to opt into the alternative compliance program by notifying DEP by October 1 of the year preceding each model year

Participating manufacturers must offer New Jersey dealers a portfolio containing the required share of zero-emission vehicles, but only up to the amount actually ordered by consumers, with no mandate that dealers or consumers purchase specific vehicles

Manufacturers complying with the interim program are deemed fully compliant with New Jersey's Low Emission Vehicle program requirements for zero-emission passenger vehicles and light-duty trucks

Provides participating manufacturers with complete legal protection against civil penalties, criminal penalties, injunctions, or debarment from state contracts for not meeting zero-emission vehicle sales quotas
