Expands New Jersey's Community Solar Energy Program by requiring the Board of Public Utilities to open registration by October 1, 2025 for an additional 3,000 megawatts of solar energy projects

Sets a deadline of December 31, 2029 for complete registration of the 3,000 megawatts, with registration closing either on that date or when capacity is fully subscribed, whichever comes first

Directs the BPU to set SREC-II levels and guaranteed bill credit discount levels necessary to enable full registration of the 3,000 megawatts by the 2029 deadline

Removes electric public utilities from the list of eligible project owners, limiting ownership to special purpose entities and nonprofit entities

Maintains existing program requirements including 5 megawatt maximum project capacity, low and moderate income customer access provisions, and land use standards for solar energy projects
