Establishes a five-year "Bridge Transportation Asset Management Plan Pilot Program" through the Department of Transportation to inventory, assess, and evaluate all State, county, and municipal bridges in New Jersey

Requires development of a digital bridge inventory, life-cycle risk scoring models, climate vulnerability assessments, and a public-facing performance dashboard in collaboration with Rutgers CAIT, NJIT, and Stevens Institute of Technology

Creates a "Bridge Infrastructure Innovation Module" to test artificial intelligence-powered data analysis and sensor-based condition monitoring on high-risk and high-traffic bridges

Appropriates $9.5 million from the General Fund, with $4.5 million for pilot program inventory, tools, software, and training, and $5 million for AI research, sensors, and monitoring hardware

Mandates annual progress reports to the Governor and Legislature for the first four years, plus a final report in year five with cost-benefit analysis and recommendations for potential Statewide expansion to roads, culverts, and stormwater tunnels
