Establishes a 27-member New Jersey Commission on Health Equity within the Department of Health, including legislators, heads of 14 state departments (or designees), and a local health department representative

Requires the commission to examine how factors such as housing, education, employment, transportation, environmental conditions, public safety, and food insecurity influence health outcomes and contribute to racial, ethnic, and socioeconomic health disparities

Creates a Health Equity Data Advisory Committee in coordination with the New Jersey Health Information Network to define parameters for health equity data collection from healthcare facilities, health benefits plans, and other sources

Mandates the commission develop a statewide health equity plan, make recommendations on implicit bias training for clinicians, and establish requirements for culturally and linguistically appropriate health services (CLAS Standards)

Requires annual reports to the Governor and Legislature beginning 18 months after enactment, detailing findings on health equity changes and recommendations for legislation or administrative action
