Prohibits agencies from objecting to expungement petitions for technical reasons, including incomplete biographical information that still confirms identity, petitions filed under the "Clean Slate" law, or cases involving transferred/remanded matters that meet specified time thresholds.

Mandates that if an objection is filed or an extension requested and the petitioner has no attorney, the matter must be referred to the Office of the Public Defender, with notification to the petitioner of available free legal assistance.

Requires amended expungement orders to be processed within 15 days of issuance by the court.

Directs the Attorney General to report annually to the Governor and Legislature on the number of expungement orders received monthly and the backlog of orders pending more than 90 and 120 days.
