Requires the Department of Human Services to enter a memorandum of understanding with the Department of Community Affairs, Board of Public Utilities, and other agencies administering utility bill payment assistance programs that provide ongoing assistance

Mandates sharing of recipient information from needs-based programs including TANF, Work First New Jersey, SNAP, and Supplemental Security Income to facilitate automatic enrollment in utility assistance

Eligible households must be automatically enrolled in the Universal Service Fund, Winter Termination Program, Summer Termination Program, and other ongoing utility bill payment assistance programs

Defines "ongoing assistance" as aid that does not expire upon reaching a predetermined amount or time period, including utility shutoff prevention programs

Takes effect on the first day of the sixth month following enactment, with agencies permitted to begin developing memoranda of understanding and regulations prior to the effective date
