Establishes a Statewide Longitudinal Data System Governing Body within the Department of Education, comprising representatives from the Department of Education, Office of the Secretary of Higher Education, Higher Education Student Assistance Authority, and Department of Labor and Workforce Development to link education and workforce data for policy decisions

Creates a data system to track outcomes including residents' ability to obtain training and degrees, secure employment, meet workforce demands, identify teacher workforce gaps, and evaluate effectiveness of support programs for employment and education

Authorizes the NJ Motor Vehicle Commission to share personal information (excluding photos, citizenship documentation, and full social security numbers) with the governing body for data verification purposes, subject to the federal Drivers' Privacy Protection Act

Exempts the governing body from the Open Public Meetings Act and exempts all information shared through the system from public records laws, while requiring compliance with National Institute of Standards and Technology security standards

Amends multiple motor vehicle statutes to permit disclosure of Individual Taxpayer Identification Numbers and social security numbers solely for verifying accuracy of the longitudinal data system and for Judiciary juror source list preparation
